In my first term, I learned to navigate the legislative process and used that knowledge to introduce the following legislation.

H.B. 286 S02  Child Sexual Abuse Prevention

I introduced and passed H.B. 286, which will provide training for school personnel and parents of elementary-aged students so that school staff know how to spot abuse and parents can learn how to talk about this topic with their children. This bill will also allow schools to provide instruction to students so that children know when to get help and who to tell.

H.B. 57  Animal Shelter Amendments

I introduced H.B. 57, which would largely restrict animal shelters from euthanizing animals with compressed carbon monoxide and establish policies and procedures for euthanasia. This bill passed the house, but did not pass the senate.

H.B. 284  Public Employee Health Care Amendments

I introduced H.B. 284 to allow an adult dependent to be designated on a public employee’s health insurance plan. Unfortunately, this bill was not heard this past session, but I will be pressing forward with the bill depending on court decisions currently pending.

H.C.R. 2  Concurrent Resolution Designating Identify Your Pet Day

I introduced this resolution to establish an Identify Your Pet Day to encourage pet owners to microchip and register their pets. The resolution passed the legislature and was signed by the governor in 2014.

In my first term, I also co-sponsored and supported important legislation for House District 26 and all of Utah.

Public Education and Opportunity

H.B. 96 – Utah School Readiness Initiative (Rep. Hughes, 2014).

I supported this bill, which will improve the school readiness and academic performance of targeted low-income students by providing greater access to early childhood education. H.B. 96 passed the legislature and was signed by the governor in 2014.

H.B. 150 S04 – Science, Technology, Engineering, and Mathematics Amendments (Rep. Peterson, 2014).

This bill will provide greater funding for STEM education in Utah’s public schools through the STEM Action Center. I co-sponsored this bill, which passed the legislature and was signed by the governor in 2014.

Equality and Social Justice

H.B. 90 – Women in the Economy Commission (Rep. Seelig, 2014).

This bill will create a commission to research and track the impact of women on Utah’s economy and propose public policy to help women find success. I co-sponsored this bill, which passed the legislature and was signed by the governor in 2014.

H.B. 157 S01 – Rape Kit Processing Amendments (Rep. Seelig, 2014).

This bill will change the processing of rape kits and will improve the communication between victims and police on the status of their case. I co-sponsored this bill, which passed the legislature and was signed by the governor in 2014.

H.B. 254 S01 – Human Trafficking Victim Amendments  (Rep. Seelig, 2014).

This bill provides help for children who are victims of human trafficking, shifting the focus from prosecution to protecting them. I co-sponsored this bill, which passed the legislature and was signed by the governor in 2014.

H.B. 50 – Dating Violence Protection Act (Rep. Seelig, 2013).

This bill provides enforcement of protective orders that are in or have been in a dating relationshiop. I co-sponsored this bill, which passed the legislature and was signed by the governor in 2013.

H.B. 297 – Campaign Finance Amendments  (Rep. King, 2014).

This bill would have established a contribution limit to campaigns. I co-sponsored this bill, which failed to pass the legislature in 2014.

H.B. 156 S01 – Election Day Voter Registration Pilot Project  (Rep. Chavez-Houck, 2014).

This bill establishes a pilot project to allow counties to allow re- sidents to register on Election Day, thereby encouraging greater participation in our political process. I co-sponsored this bill, which passed the legislature and was signed by the governor in 2014.

S.B. 100 – Anti-Discrimination Amendments (Sen. Urquhart, 2014).

This bill sought to curb employment and housing discrimination against our LGBTQ community. I supported S.B. 100, but it failed to advance out of the Senate’s Rules Committee.

Working Families and Economic Security

H.B. 73 – Living Wage Amendments (Rep. Hemmingway, 2014).

I supported the living wage bill presented in 2014 to establish a living wage for Utah workers. This bill failed to pass the house in 2014.

H.B. 153 – Medicaid Amendments (Rep. Chavez-Houck, 2013).

This bill sought to fully expand Medicaid pursuant to the Affordable Care Act. I supported this bill, but it did not pass the house in 2013.

H.B. 140  Tax Credit Amendments  (Rep. King, 2014)

This bill provides a tax credit to businesses that employ persons who are homeless. I co-sponsored this bill, which passed the legislature and was signed by the governor in 2014.

H.B. 45  In-state Tuition for Military Servicemembers and Veterans  (Rep. Oda, 2014).

This bill provides greater access to military servicemembers and veterans for in-state tuition consideration.  I co-sponsored this bill, which passed the legislature and was signed by the governor in 2014.

H.B. 108 S01  Mobile Home Park Task Force  (Cosgrove)

This bill sought to establish a task force to recommend public policy regarding manufactured homes. I supported this bill, which passed the house but it failed to pass the senate in 2014.

Clean Air and Transportation

H.B. 388 S01 – Amendments to Transportation Funding (Rep. Anderson, 2014).

This bill would have allowed local governments to propose tax increases for public transit funding on the ballot. I supported H.B. 388 and it passed the House, but failed to pass the Senate.

H.B. 41  Clean Fuel School Buses and Infrastructure  (Rep. Handy, 2014).

This bill establishes a grant program to help selected school districts replace up to 170 “dirty diesel” school buses (those manufactured before 2002) in the next year.

H.B. 19  Electric Vehicle Battery Charging Service Amendments  (Rep. Arent, 2014).

This bill encourages the use of electric vehicles by removing a regulatory barrier for providing the infrastructure necessary for charging stations. I supported this bill, which passed the legislature and was signed by the governor in 2014.
